In the section about finalizing the target filesystem, it mentions that one cannot do that via changelist.xml, but it does not say what would work. We probably don't want to get into gory detail, but perhaps we could say something like "Files in /dev are managed by the standard linux udev daemon which creates most files at boot time using lists of rules. See udev documentation to learn how to write a rule for your device."
