The state file used by the nfs-utils (either /var/lib/nfs/state or /var/lib/nfs/sm/state) is created as owned by root. Usually this file would be owned by a non-privileged user such as statd or nfsuser. This implies that the nfs daemons much be running as root too, which would be a potential security issue.
