Description

When configuring a project with --enable-checkout-all-layers=yes for RCPL 2 after updating to RCPL 3 fails with the following error:

ERROR: Failed to checkout LB13_8.0_RCPL0002 in <prj_path>/layers/wr-hac-agent

Steps to Reproduce

1. Update WRL 8 to RCPL 3
2. Configure a project with --enable-checkout-all-layers=yes for RCPL 2
e.g. --enable-board=intel-x86-64 --enable-kernel=standard --enable-rootfs=glibc_std --enable-checkout-all-layers=yes  --with-rcpl-version=0002
