Steps to Reproduce

1) Add the 3 lines into conf/local.conf 
PREFERRED_VERSION_openssl = "1.1.%"
PREFERRED_VERSION_openssl-native = "1.1.%"
PREFERRED_VERSION_nativesdk-openssl = "1.1.%"
2) set B_NO_NETWORK ?= '0'
