The build can convert a .y to a .c, but also include the .c. Whether the .c is just used, or the .c is generated is non-deterministic. The file in question is intl/plural.y and intl/plural.c
The attached zip file allows a consistent build.
The attached bbappend allows forcing one or the other to be newer.
