Description

Since installing RCPL 14 I am no longer able to use the --enable-checkout-all-layers option when configuring a new project. There is an error with the meta-java layer

ERROR: Failed to checkout LB28_6.0_RCPL0014-wr-common in /usr/work/intel-x86-64/glibc_cgl-cgl-60p14-ALL_LAYERS/layers/meta-java

This may be because the OVP RCPL has not been released, but in that case the layer should be skipped and not cause an error. This was working previously when, for example, I didn't have the latest SCP RCPL, in that case it wqould print a message to say it was skipping that layer which is exactly what I'd expect.

Steps to Reproduce

Update to RCPL 14
Configure with:

 $ configure --enable-board=intel-x86-64 --enable-rootfs=glibc_cgl --enable-kernel=cgl --enable-checkout-all-layers=yes
