I'm experiencing the exact same problem that can be found here: https://bugzilla.yoctoproject.org/show_bug.cgi?id=5313 There seems to be a fix upstream as well.
1. /space/wrl/installs/wrlinux_600.9/wrlinux-6/wrlinux/configure --enable-board=xilinx-zynq --enable-kernel=standard --enable-rootfs=glibc-tiny --enable-prserver=no --with-package=dropbear,openssh-sftp-server --enable-unsupported-config=yes --with-rcpl-version=0009 2. make export-sdk (This step gives no error!) 3. See errors in logfile bitbake_build/tmp/work/xilinx_zynq-wrs-linux-gnueabi/wrlinux-image-glibc-tiny/1.0-r0/temp/do_populate_sdk/log.do_rootfs_install_packages_attemptonly.3353
