make usb-image-loop fails using a host without mtools installed

For the usb utils to properly work, mtools, e2fsprogs, and syslinux all need to be in the sysroot. 

Steps to Reproduce

configure --enable-rootfs=glibc_small --enable-board=qemux86
make fs

## which mcopy should not return a path on the host if mtools is not installed
make usb-image-loop

## Now boot the resulting image on a system
