Description

 openssl.cnf was missing in rootfs

On target:
root@localhost:~# openssl
WARNING: can't open config file: /usr/lib64/ssl/openssl.cnf

Steps to Reproduce

 1. configure --enable-rootfs=glibc_std --enable-kernel=standard --enable-board=intel-x86-64 --with-template=feature/openssl-fips

(The above assumes that the README file that describes how to generate the OpenSSL-FIPS prebuilt binaries has already been preformed.)

2. make all
3. boot target
4. openssl
