usdpaa_get_portal_config() is an USDPAA library function that gets invoked as part
of Mobility thread initializations.
Mobility threads get their own QMAN userspace portals to communicate with
QMAN from user-space of Linux.
We couldn't get dmesg log because T4240 had been reset.
If we reproduce this issue again, we will provide the dmesg log.
