With the setup described in the steps to reproduce :
On server end, there is a lot of SCTP_PEER_ADDR_CHANGE notification with each path Probe for UNCONFIRMED Address
1) SCTP Multi homing association when one of the destination address is unreachable from server end ( ACL Rule or IP address delete(IP_FREEBIND))
2) SCTP Server application subscribing for " sctp_address_event " notifications.
3) use low RTO/HB.Interval configurations to see the issue happening fast.
