We probably need to update that to explain to the end user why the PR needs to incremented [package upgrades] and how it relates to the installer/on-target upgrade. What is the proper way to reference this section so the users can find it? Also, as noted above, we need to update this. There may be more information within the Yocto Project manuals as to 'why' this is needed.
