DEPENDS += "${@base_contains('INCOMPATIBLE_LICENSE', 'GPLv3', '', 'grub-efi', d)}"
......

above setting is definitely wrong, which will lead us into circular dependency risk in case virtual/kernel is the preferred provider of linux-libc-headers.

Steps to Reproduce

1 configure with --enable-layer=kernel-dev
2 make fs
