After building an X86-64 image with make usb-image and writing it to a SATA disk, logins are not allowed on the console.
The password is correct: I verified this by mounting the filesystem on my host and changing the passwd in a chroot environment.
The system boots with command line args: selinux=0 enforcing=0, so SE Linux is not disallowing the logins.
Appears to be a PAM problem.
The rootfs cannot be read-only.
