LIN8-1681 : "poweroff" on qemuarm causes system hung

Description

Host  run qemuarm by "make start-target", after system login,

Call "poweroff" to shutdown qemuarm.  System will hung after print " reboot: System halted".

Can not return to terminal.

1. configure --enable-board=qemuarm --enable-kernel=standard --enable-rootfs=glibc-std --enable-test=yes --enable-internet-download=yes 

2. make fs

3. make start-target 

4. poweroff
