File modification function doesn't take effect in file system layout.

File modification function does take effect in file system layout.
Observed Behavior

Use "fs_final" to copy in the desired updated file to the target file system.
(1) Build a platform project in commandline.
(2) Import the project in workbench.
(3) Double click user space configuration.
(4) Add a line in /etc/fstab in filesystem layout and save it.
(5) make fs
(6) Extract the rootfs file.
You can't find that the line is added in /etc/fstab.
BTW, filesystem layout works well for adding or deleting a file.
