After creating a project with "--all-layers --dl-layers", compare list from conf/bblayers.conf to the output of "bitbake-layers show-layers ". Layers will be missing from the bitbake-layers output.
"bitbake-layers show-layers" will only show layers that have recipe related contents in them. The layers that are missing from the list only have configuration information present.
To get a full list of all layers used in your project, view the project conf/bblayers.conf file.
1. Create project
setup.sh --machines=qemux86-64 --all-layers --dl-layers
2. Check "bitbake-layers show-layers"output and "conf/bblayers.conf" info
