Using the bitbake-layers program's layerindex-fetch argument may lead to a backtrace.
Instead of using layerindex-fetch, manually download the layer to a local directory and use bitbake-layers add-layer <path>.

1. create one Lx9 build with the new setup program.
2. bitbake-layers layerindex-fetch wr-fixes
or
bitbake-layers layerindex-fetch meta-snappy
or
bitbake-layers layerindex-fetch one-non-existent-layer
