Steps to Reproduce

1) setup.sh
 --machine intel-x86-64 --dl-layers --distro wrlinux --templates feature/aws --layers meta-iot-cloud --accept-eula yes --dl-layers

2). ./environment-setup-x86_64-wrlinuxsdk-linux
  . ./oe-init-build-env build_test
 
3) bitbake-layer add-layer /path/to/userspace/testlayer

4) echo IMAGE_INSTALL:append += \" python3-awscli python3-mock python3-nose\" >> conf/local.conf

5) bitbake wrlinux-image-std

6) boot the target and run commands per problem description
