reproduce steps:

git clone --branch WRLINUX_10_21_LTS https://windshare.windriver.com/remote.php/gitsmart/WRLinux-lts-21-Core/wrlinux-x

./wrlinux-x/setup.sh --machines qemux86-64

change oe-core layer  owned by root:root

#Set BB_NO_NETWORK ?= '0' in local.conf

bitbake wrlinux-image-small


Result:
