PNE-LE 1.3 support for the ppc_603e CPU type

Description

This patch adds the PNE-LE 1.3 support for the ppc_603e CPU types. All the targets based on the MPC83xx family will require this patch. Without this patch, the BSP will fail at the configure stage with an error such as:

> > configure: error: Unknown board fsl_mpc8360e. IDENTIFIER = WIND00071740

Installation Notes

Install the main BSP for the 83xx target.
