When the listening socket is occupied by other programs like proftpd, the vsftpd could not be started OK, however, "/etc/init.d/vsftpd start" shows vsftpd service started successfully.
This only affects systems configured with sysvinit. Sysvinit is not supported by Wind River Linux Security Profile 8.
Use systemd instead of sysvinit.
