Problem Description
Same issue already fixed on wrl6.0

ntpd starts two instances of the daemon by default.
This caused by set a example server in /etc/ntp.conf.

$ grep ^server /etc/ntp.conf

If user build and install ntp to rootfs, a link will be created
in /etc/rc3.d, that means this service will start when system
boot up, and the default system service should be started correctly.

Expected Behavior
have correct configure file and ntp start correctly.

Observed Behavior
root@localhost:~# /etc/init.d/ntpd start

Steps to Reproduce

make -C build ntp.addpkg
make fs

on target:
ps -aux | grep ntp
/etc/init.d/ntpd start
ps -aux | grep ntp
