Description

Problem Description
======================
Same issue already fixed on wrl6.0

ntpd starts two instances of the daemon by default.
This caused by set a example server in /etc/ntp.conf.

$ grep ^server /etc/ntp.conf
server time.server.example.com
server 127.127.1.0

If user build and install ntp to rootfs, a link will be created
in /etc/rc3.d, that means this service will start when system
boot up, and the default system service should be started correctly.

Expected Behavior
======================
have correct configure file and ntp start correctly.

Observed Behavior
======================
root@localhost:~# /etc/init.d/ntpd start
Starting ntpd: done
root@localhost:~# ps -aux | grep ntp
Warning: bad ps syntax, perhaps a bogus '-'? See http://procps.sf.net/faq.html
ntp 1121 0.0 0.1 7192 2048 ? Ss 03:11 0:00 /usr/sbin/ntpd -u ntp:ntp -p /var/run/ntp.pid -g
root 1122 0.0 0.0 6816 864 ? S 03:11 0:00 /usr/sbin/ntpd -u ntp:ntp -p /var/run/ntp.pid -g
root 1124 0.0 0.0 2216 612 ttyS0 S+ 03:11 0:00 grep ntp
root@localhost:~# grep ^server /etc/ntp.conf
server time.server.example.com
server 127.127.1.0
root@localhost:~# ls /etc/rc3.d/ | grep ntp
S20ntpd
root@localhost:~#

Steps to Reproduce

make -C build ntp.addpkg
make fs

on target:
ps -aux | grep ntp
/etc/init.d/ntpd start
ps -aux | grep ntp
