Description

 On toaster "import layer" page, one layer will appear after click "Add layer" button without any input .

Steps to Reproduce

1. Install 
   $ git clone --branch=WRLINUX_10_18_LTS git://pek-git.wrs.com/wrlinux-x 
   $ wrlinux-x/setup.sh --machines qemux86-64 
   $ . ./environment-setup-x86_64-wrlinuxsdk-linux 
   $ . ./oe-init-build-env 
   $ . toaster start webport=0.0.0.0:8000 
 2. Open web browser to <host_ip>:8000 
 3. Create a project 
 4.  Add layers from "Import layer" page.
