Description

For example,
$ bitbake -g -u depexp perl

fails.  The module depexp does not exist.

Steps to Reproduce

setup used to build the project was:

$ setup.sh --all-layers --machines intel-x86-32
$ source environment-setup-x86_64-wrlinuxsdk-linux
$ oe-init-build-env
$ cd build

In a build directory with the environment of WRL9:
$ bitbake -g <any-package> -u depexp
