The wr-cgp/layers/cgp layer has a templates/default/template.conf file which specifies many settings, so which are not desired if you wish to use certain packages from the cgp layer indpenently. 

It would be better if the cgp required feature templates were only activated with the associated file system type.

In the future after this this change anyone who wants to construct a new cgl like rootfs would need to copy the rootfs.cfg file or construct the configuration manually using the --with-layer=cgp and --with-template=feature/cgp-full

For anyone using the typical defaults nothing changes at all.  Example:

configure --enable-board=intel-xeon-core --enable-rootfs=glibc-cgl


You can work around this by disabling the default template using:

configure --enable-board=qemux86-64 --enable-rootfs=glibc-std --with-layer=cgp --without-template=wr-cgp/cgp/templates/default/template.conf

Steps to Reproduce

configure --enable-board=qemux86-64 --enable-rootfs=glibc-std --with-layer=cgp --without-template=wr-cgp/cgp/templates/default/template.conf ; grep template.conf local.conf
